Application Guidelines

Each individual who holds at least a ten percent (10%) ownership interest in an applicant must complete an application for a Certificate of Compliance (COC). If the applicant is a corporation, limited liability company, or partnership and no single individual holds at least 10% ownership, the applicant’s regional, district, or store manager must complete the application on behalf of the business.

Every individual listed on the application must complete a TBI background check and include the documentation with their submission. For information on obtaining a TBI background check, please visit TBI background check. Background results are to be provided directly to the Town Recorder for review by the Board of Commissioners.

Wine in Retail Food Store License
A Retail Food Store Wine License allows eligible businesses, such as grocery stores and convenience stores, to sell wine for off‑premises consumption. A “retail food store” is defined as an establishment open to the public that:

• Derives at least twenty percent (20%) of its taxable sales from food and food ingredients for human consumption taxed under T.C.A. § 67‑6‑228(a).
• Has at least 1,200 square feet of retail floor space.

The application process for the Retail Food Store Wine License is regulated by the Tennessee Alcoholic Beverage Commission (TABC). As part of the State’s requirements, the Town of Nolensville assists applicants by issuing a Certificate of Compliance.

Certificate of Compliance (COC)

A Retail Food Store Wine License cannot be issued without a Certificate of Compliance from the local government. The COC verifies:

• The establishment meets all local zoning requirements.
• The owners or persons in charge do not have felony convictions.

A COC does not require renewal and remains valid unless the store changes ownership or location. Approved COCs must be signed by either the mayor or a majority of the members of the Town’s legislative body.

Privilege Tax

Any business approved to sell wine or liquor within the Town of Nolensville must pay a privilege tax. The tax amount is based on the seating capacity of the establishment.
