Ms. Ruby proudly served in the United States Air Force from 1970 to 1998, with deployments to Vietnam and Desert Storm. Throughout her distinguished career, she earned numerous awards, including the Officers Correspondence Award, Sustained Superior Performance Award, Special Achievement Award, Award of Merit, Basic Training Award, Longevity Award, and Medal of Commendation.

To ensure a safe and enjoyable event, road closures along the parade route will begin at 10:45 a.m. The parade will step off from Rolling Hills Community Church beginning at 11:00 a.m., travel down Nolensville Road through the Historic District, and conclude on Nolensville Park Road.

As a result of the Charter change referendum, the charter for the Town of Nolensville changed from a Mayor Aldermanic Charter to a City Manager Commission charter. The Home Builders Association of Middle Tennessee filed suit against the Town on December 7th, 2023, seeking to recover all impact fees collected by the Town following the Town’s adoption of the City Manager Commission Charter in 2020. On October 28th, 2025, the Williamson County Circuit Court ruled in favor of the Home Builders Association, finding that the Town lost its ability to impose impact fees by adopting the City Manager Commission Charter. The Court further ruled that, because the Town lost its ability to impose impact fees as a result of the charter change, the Town must return all impact fees the Town collected from members of the Home Builders Association of Middle Tennessee since August 6th, 2020.
The Board of Commissioners will hold an executive session in the coming days to obtain information regarding the ruling. Following that executive session, the Board of Commissioners will determine, at a public meeting, whether to move forward with an appeal to the Tennessee Court of Appeals.

David has been a valued employee of the Town for three years, beginning his career in the Public Works Department. With more than 17 years of experience in land development and public works, David brings a wealth of knowledge and dedication to his new role.
Outside of work, David enjoys fishing, golfing, and bowling in tournaments. He’s also an avid collector and a proud husband and father of four. He and his wife, Cindy, live in White Bluff.
David is guided by the quote from Edward Eggleston: “Persistent people begin their success where others end in failure.” His drive and determination make him a tremendous asset to our Engineering Department and the Town of Nolensville.
