TDOT’s updated 10-Year Project Plan

The Tennessee Department of Transportation (TDOT) has released its updated 10-Year Project Plan, which includes the widening of Nolensville Road (State Route 11 / U.S. 31A / U.S. 41A) through TDOT’s Statewide Partnership Program (SPP). The project’s inclusion follows the Town of Nolensville’s submission through TDOT’s SSP, a process designed to evaluate locally identified transportation priorities for potential inclusion in the 10-Year Plan.

The Nolensville Road widening project, stretching from Sunset Road to Burkitt Road, has been programmed into TDOT’s 10-Year Plan with a maximum state investment of $93.5 million and a target construction year of 2036. TDOT will lead delivery of the project due to its scope and complexity. Any additional costs beyond the state commitment will be funded through local or non-TDOT sources.

The Statewide Partnership Program, established through the Transportation Modernization Act, allows local governments to partner with TDOT by providing input on transportation priorities and making financial contributions to advance projects that address congestion, safety, mobility, and economic development needs across the state.

In August 2025, the Nolensville Board of Commissioners approved a series of resolutions supporting participation in the Statewide Partnership Program. This included engaging professional services to prepare the Town’s SPP application and authorizing its formal submission to TDOT. The Board also committed local funding to demonstrate the Town’s readiness to partner with TDOT and advance the Nolensville Road widening project through preliminary engineering, right-of-way, and construction.

Specifically, the Town committed:

  • $500,000 toward the Preliminary Engineering and NEPA phase in 2027, and

  • $10.5 million toward the construction phase of the project in 2036.

These commitments build upon the partnership between the Town and TDOT and the Town’s long-standing investment in the Nolensville Road corridor, including previous roadway widening, intersection improvements, traffic signal upgrades, streetscape enhancements, and right-of-way acquisition. To date, the Town has invested more than $2 million in improving safety and traffic flow along Nolensville Road.

The planned project will ultimately widen Nolensville Road to a three-lane cross section with curb and gutter, along with a 10-foot shared-use path to improve multimodal connectivity, enhance safety, and accommodate future growth in the Nolensville area and surrounding region.

The Town’s Board of Commissioners and Town leadership emphasized that inclusion in TDOT’s 10-Year Plan represents a significant milestone for Nolensville.

“This project reflects years of planning, investment, and partnership,” said Town Manager Victor Lay. “Our participation in TDOT’s Statewide Partnership Program demonstrates Nolensville’s commitment to addressing congestion and improving quality of life for residents, businesses, and those who travel through our community.”

TDOT officials noted that Nolensville’s financial participation and demonstrated local commitment were critical factors in elevating the project for inclusion in the statewide plan. Additional details regarding project development and next steps will be provided by TDOT as work progresses.
