Regular Meeting
February 28, 2019 – 7:00 p.m.

Commissioners Present: Charles Beauregard, Jeanne Boutilier, Tommy Dugger, Betty Friedlander

Commissioners Absent: Joshua Hughes

Staff Members Present: Planner Sarah Sitterle, Counsel Notestine, Kali Mogul

1. CALL MEETING TO ORDER 
The meeting was called to order at 7:01 p.m. by Commissioner Betty Friedlander, acting as chairman in Joshua Hughes’ absence.

2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Friedlander. 

3. APPROVAL OF MINUTES
Commissioner Friedlander moved to approve the minutes from the special Historic Zoning Commission meeting of January 31, 2019, seconded by Commissioner Jeanne Boutilier and passed unanimously.
Commissioner Dugger recused himself and stepped off the dais.

4. CITIZEN COMMENTS
None

5. NEW BUSINESS

A) Certificate of Appropriateness: Proposed permanent location of Morton Brittain House at 9927 Sam Donald Court and removal of landscape to accommodate the house.

Commissioner Boutilier moved to approve the certificate of appropriateness as presented.  Commissioner Beauregard seconded, and the approval passed 3 – 0.

1. CALL MEETING TO ORDER 
The meeting was called to order at 7:01 p.m. by Commissioner Betty Friedlander, acting as chairman in Joshua Hughes’ absence.

2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Friedlander. 

3. APPROVAL OF MINUTES
Commissioner Tommy Dugger moved to approve the minutes from the special Historic Zoning Commission meeting of January 22, 2019, seconded by Commissioner Jeanne Boutilier and passed unanimously.
Commissioner Dugger recused himself and stepped off the dais.

4. CITIZEN COMMENTS

Mr. Greg Bruss of 825 Branchside Trail commented that the Historical Society and “Save the Morton Brittain House” Committee have been working together for weeks to find a suitable spot for the historic home.  A professional mover has been contracted and the structure is ready to be moved.  These groups feel relocating the house to the proposed location in the Historic District is the best possible solution.

Ms. Beth Lothers of 304 Walpole Court thanked the Commission for reviewing the application for certificate of appropriateness and expressed gratitude to all those who have participated in the process. 

5. NEW BUSINESS
A) Certificate of Appropriateness: Proposed temporary relocation of existing Morton Brittain House at 7186 Nolensville Road to property at 9927 Sam Donald Court
Without further discussion, Commissioner Boutilier moved to approve the certificate of appropriateness as presented.  Commissioner Beauregard seconded, and the approval passed 3 – 0. Commissioner Boutlier thanked Town Planner Sarah Sitterle, the staff, and Mayor Alexander for the hard work on this project and making sure the appropriate meetings were held.

January 22, 2019 – 7:00 p.m.

Commissioners Present: Charles Beauregard, Jeanne Boutilier, Tommy Dugger, Betty Friedlander, Joshua Hughes

Commissioners Absent: None

Staff Members Present: Planner Sarah Sitterle, Kali Mogul, Counsel Notestine

Citizens Present: 16

1. CALL MEETING TO ORDER 
The meeting was called to order at 7:00 p.m. by Chairman Joshua Hughes.

2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chairman Hughes. 

3. APPROVAL OF MINUTES
Commissioner Betty Friedlander moved to approve the minutes from the meeting on November 29, 2018 seconded by Commissioner Tommy Dugger and passed unanimously.

4. CITIZEN COMMENTS
Ms. Beth Lothers of 304 Walpole Court thanked the Historic Zoning Commission for attending the special meeting and for the consideration of the relocation of the Morton Brittain house.  She thanked the staff for working diligently on the project.  Unfortunately, the applicant withdrew her application for certificate of appropriateness.  However, the group working to save the Morton Brittain house still has a contract to move the house on January 30th.  Mr. Greg Bruss of 825 Branchside Trail also thanked the Commission.

5. NEW BUSINESS

A) Certificate of Appropriateness: Review of a painted wall sign at 7292 Nolensville Road
Town Planner Sarah Sitterle gave a brief background of the sign, which was exposed when an attached lean-to was removed from the building.  Mr. Chris Dumford, property owner, described the surprising discovery, and photos of the original Coca-Cola sign were displayed.  When the shed was removed, moisture began seeping in.  A painter was asked to touch up the sign and seal the paint to prevent weathering.  He said the positive response from the community and shoppers has been overwhelming.

Chairman Hughes moved to approve the Certificate of Appropriateness for the painted wall sign, seconded by Commissioner Boutilier.  The approval was unanimous.

Commissioner Dugger asked about the status of repairs at The Tanner House.

Chairman Hughes moved to adjourn the meeting at 7:11 p.m., seconded by Commissioner Dugger, and approved unanimously.
