2006-09 Beer Board Meeting
NOLENSVILLE BEER BOARD
September 7, 2006, 6:00 p.m., Town Hall
 
Members Present were Jimmy Alexander, Joe Curtsinger, Tommy Dugger, Larry Felts, and Beth Weaver-Lothers. Staff Present was Counsel Robert J. Notestine and Recorder Cindy Lancaster.
 
Board Member Tommy Dugger opened the meeting at 6:08 p.m. to review an on-premise application from Patrick and Martha Ann Martin, Martins BBQ Joint, LLC.
 
Member Curtsinger asked the applicant the nature of their business. Mr. Martin stated this would be a Bar-B-Q Restaurant.
 
Member Felts asked the hours of operation. Mr. Martin stated that they would be open from 11:00 until 8:00 and closed on Sundays. He stated that he would be playing it by ear on the weekends. After opening the market will determine the weekend hours. He further noted that he did not want to place emphasis on the sale of beer, although if a father wanted to have a beer with his meal he would have the opportunity to do so. Board member Felts inquired about the number of servers. Mr. Martin stated that the customer would place the order a window and pick-up the order at the same location. Initially there will not be any servers other than himself.
 
Board member Felts encouraged Mr. Martin to get in touch with the Codes Department to clarify the sign ordinance. Although he would like to ask that neon signs advertising alcohol not be displayed.
 
Board Member Weaver-Lothers asked if Mr. Martin would be opposed to not advertising the alcohol. Mr. Martin was agreeable with that, noting that he would not be in the busy to sell beer only, although allowing it for his customers.
 
Board Member Alexander noted that he had never heard of “joint” being part of a restaurant name. Mr. Martin stated that this is seen more in the Mississippi area.
 
Board Member Curtsinger noted that one of the issues he may be faced with is the control. He gave an example of a group entering and only ordering beer. He asked Mr. Martin if he had thought of that and if so how would that be handled. Again, Mr. Martin noted that he would be the only server until the establishment could sustain other employees and felt that he could handle any situation such as this.
 
Board Member Curtsinger further noted that he felt Nolensville Elementary School would be closer than Sunset Elementary.
 
Board Member Dugger asked if Mr. Martin felt that driving on a revoked license was considered a minor traffic violation. This was due to the beer application requesting arrest other than minor traffic violations. Mr. Martin stated that he had received a ticket in New Mexico that he did not pay. After receiving written notification this was paid. He then received a ticket in West Tennessee. Approximately six months ago he was stopped and arrested for non-payment of a ticket. The tickets have been paid and he has a valid license and everything has been corrected.
 
Board Member Curtsinger made a motion to approve the application, Member Weaver-Lothers seconded. Counsel Notestine reminded Mr. Martin that if servers are hired it is required by state law that these individuals have training.
 
The vote was then taken and passed unanimously.
