Planning Commission Meeting

Place: Nolensville Town Hall
Chairman Frank Wilson opened the meeting at 6:20. In attendance were Rick Fisher, Frank Wilson, Willis Wells, Rob Pease, Bob Haines and Charles Knapper. Larry Gardner, Joe Rossi, and Jeff Dobson were absent. Three citizens were present.
Chairman Frank Wilson led the pledge.
Chair Wilson opened the meeting noting this meeting was called to recommend the Annexation Plan of Services. Questions were previously submitted and were answered by Mayor Knapper. Chair Wilson noted that one area that needs to be added to the Plan of Service is Street Lighting. Mayor Knapper noted that it will be addressed in the final document at the Public Hearing.
Chair Wilson did question the facilities tax. Mayor Knapper stated that currently a portion of money goes to the Police Department. He will be bringing to the Board a request to ear-mark a portion of facilities tax money for the Fire Department that will be used for capital improvement. He noted that he had spoken to County Mayor Anderson and they will be doing the town roads once an interlocal agreement is completed.
Commissioner Bob Haines asked for clarifications on money submitted by builders. Mayor Knapper clarified that the county only received a privilege tax. This privilege tax is imposed by the county and as a courtesy to the county the town allowed the builder to submit that payment and the town forwards it on to Williamson County.
Commissioner Rob Pease noted that Williamson County, Brentwood and Franklin impose a traffic impact fee. Although this does not need to be in the Plan of Service, it should be reviewed. Mayor stated that he would have staff review this.
Citizen Bob Crigger asked about property tax. Mayor Knapper noted that the town property tax was $ .04.

Commissioner Pease asked about zoning. Mayor Knapper stated that there is an Urban Growth Boundary zoning map and annexation areas would reflect this zoning.
Mayor noted that he appreciated the Commission being diligent in their review of the Plan of Service.
Chair Wilson read a resolution to submit to Board of Mayor and Aldermen to accept the Plan of Service. Mayor Knapper noted he was going to remove himself from the vote due to having to vote again at the second reading with the Board.
Frank Wilson made a motion to approve the Plan of Service Phase I and Rick Fisher seconded this motion. This was unanimously approved with two abstentions by Mayor Knapper and Aldermen Larry Felts.
Frank Wilson made a motion to approve the Plan of Service Phase II and Rick Fisher seconded this motion. This was unanimously approved with two abstentions by Mayor Knapper and Aldermen Larry Felts.
Frank Wilson made a motion to adjourn and Mayor Knapper seconded this motion. This passed unanimously and meeting was adjourned at 6:58 P.M.
