Historic Zoning Commission

The Town of Nolensville has a historic district which is found within the area zoned Village.  Homes and business within this area must get approval for changes to their structure which alter the current “streetscape” or for new structures via a Certificate of Appropriateness from the Historic Zoning Commission.  This approval is needed prior to any approvals required by the Planning Commission.  This approval is required not only for structure changes but for signage.

The Historic Zoning Commission is composed of a minimum of five members and a maximum of nine members, appointed by the Mayor and confirmed by the Aldermen.  The Commission meets as needed on the last Thursday of each month at 7:00 P.M. in the Town Hall Board Room. The powers and duties of the Commission are described below:

Creation of Historic Overlay Districts - The Commission reviews applications calling for the designation of historic overlay districts according to the standards contained in Article 2.2.9 of the zoning ordinance, referring written recommendations to the Board of Aldermen. 

Design Review Standards - The Commission utilizes the design standards contained in the Article 2.2.9 of this ordinance when considering Certificate of Appropriateness applications.  Any more detailed design guidelines relating to the construction, alteration, addition and repair to, and rehabilitation, relocation and demolition of structures and other improvements which the Historic Zoning Commission may choose to adopt shall be consistent with the National Historic Preservation Act of 1966, as amended.

Designation of Historic Sites and Structures - The Commission designates appropriate sites and/or structures as historically significant to the Town of Nolensville in accordance with the standards contained in Article 2.2.9.  Before designation, the commission must hold a public hearing with public notices required.

Design and Demolition Review - The Commission reviews applications proposing construction, alteration, demolition or relocation of any historic site or structure, or any site or structure located within a designated historic district (part of the Village Zoning District).  The Commission does not consider interior structure modifications.  The commission grants or denies Certificates of Appropriateness (Article 2.2.9) based on this review and may grant Certificates of Appropriateness contingent upon the acceptance by the applicant of specified conditions.
