Henry has more than 30 years of experience working in the field of community planning and development at local, regional, and state levels. After serving as a squadron commanding officer in the U.S. Air Force, Henry obtained a master’s degree in urban and regional planning and worked for several government planning agencies and as a private city planning and development consultant. He is a longtime member of the American Planning Association and certification with the American Institute of Certified Planners (AICP). Education: B.A., University of Mississippi; Master’s in Urban and Regional Planning, University of Mississippi.

The Planning Department deals primarily with guiding and implementing long range planning policies of the Town that are aimed at achieving quality residential and commercial development. As the key department responsible for site planning review, subdivision review, developing the zoning ordinance standards, amendments, and interpreting the ordinance as it relates to specific land use standards, the Town Planner is the principal coordinator/administrator for the Planning Commission and Board of Mayor and Aldermen on zoning matters. The zoning ordinance includes regulations for all non-residential and multi-use development, parking and access standards, temporary uses, conditional uses, resource protection, performance standards such as lighting, landscaping standards, sign regulations, architectural design standards, and historic district regulations.

The planning department works jointly with the Town Engineer in implementing the subdivision regulations that regulate how land is divided and developed into new lots. Planning staff focuses on the review and approval processes, coordinating reviews of new projects and presenting applications to the Planning Commission for action. The department is also responsible for developing or directing all elements of comprehensive planning projects such as future land use planning, transportation and public facility plans.
