Beer Board Meeting
Date: February 7, 2019, Time 6:30 p.m.
Nolensville Town Hall, 7218 Nolensville Road

Mayor Jimmy Alexander opened the meeting at 6:30 p.m.  Members present were Mayor Alexander, Aldermen Derek Adams, Tommy Dugger, Larry Felts, and Jason Patrick.  Staff present: Counsel Bob Notestine, and Recorder Kali Mogul.  There were 11 citizens present.

Mayor Alexander led the Pledge of Allegiance and then introduced the application for on-premises beer permit for Harris and Yu, Incorporated d/b/a Ozeki Grill and Thai Cuisine located at 7340 Nolensville Road Suite 105 in Nolensville, Tennessee. 

Mr. Hyun Jaeyu of 1284 Maybelle Pass in Nolensville represented the application.  Mr. Jaeyu confirmed his understanding that the legal drinking age is 21.  He also confirmed his new restaurant would meet the 65% food to beer ratio in sales.  Mr. Jaeyu said he hopes to be open by March 1, 2019.     

After a short discussion, Mayor Alexander moved to approve the on-premises beer permit for Harris and Yu, Incorporated at 7340 Nolensville Road, Suite 105.  The motion was seconded by Alderman Patrick, which passed unanimously.  

Mr. Jaeyu clarified the name of the restaurant should be Ozeki Grill and Thai Kitchen.  Mayor Alexander adjourned the meeting at 6:37 p.m.

Date: January 3, 2019, Time 6:30 p.m.
Nolensville Town Hall, 7218 Nolensville Road

 

Prior to the opening of the meeting, Counsel Notestine administered the procedural swearing in of Mayor Alexander, Alderman Adams, and Alderman Dugger.

Mayor Jimmy Alexander opened the meeting at 6:30 p.m.  Members present were Mayor Alexander, Aldermen Derek Adams, Tommy Dugger, Larry Felts, and Jason Patrick.  Staff present: Administrator Ken McLawhon, Counsel Bob Notestine, and Recorder Kali Mogul.  There were 12 citizens present.

Mayor Alexander led the Pledge of Allegiance and then introduced the application for on-premises beer permit for James Brothers, LLC at 7240 Nolensville Road. 

Mr. Cole James of 2320 Zermatt Avenue in Nashville represented the application.  Mr. James introduced his management group, including his father Richard, brother Jeremiah and friend Curt.  The group currently owns and operates a restaurant in Berry Hill and will be opening Brothers in Nolensville soon.  Mr. James acknowledged that the legal drinking age in Tennessee is 21.  Hours of operation will be 11:00 a.m. – 11:00 p.m., and the kitchen will be open at all times.  

After a short discussion, Alderman Dugger moved to approve the on-premises beer permit for James Brothers, LLC.  The motion was seconded by Alderman Patrick, which passed unanimously.  

Mayor Alexander adjourned the meeting at 6:39 p.m.

2017-11 Beer Board Meeting

Date: November 2, 2017, Time 6:30 p.m.
Nolensville Town Hall, 7218 Nolensville Road

Mayor Jimmy Alexander opened the meeting at 6:30 p.m.  Members present were Mayor Alexander, Aldermen Tommy Dugger, Larry Felts, Jason Patrick and Brian Snyder.  Staff present: Administrator McLawhon, Counsel Robert Notestine and Recorder Kali Mogul.  There were 5 citizens present.

Mayor Alexander led the Pledge of Allegiance.

Mr. Kristian Morgan represented Pork Belly Farmhouse, LLC, 7263 Nolensville Road, Building #4 seeking an on-premises beer consumption permit.  Mr. Morgan gave remarks regarding his experience.

There was a question regarding which owners need a background check.  The three owner-operators were checked.  Other owners are required to be listed but not checked.

Mayor Alexander made a motion to approve the beer permit application for on-premises consumption at Pork Belly Farmhouse at 7263 Nolensville Road, Building #4.  Alderman Brian Snyder seconded the motion.  Alderman Dugger pointed out that all service staff should understand and follow TABC rules and regulations.  The motion passed unanimously.  

Mayor Alexander thanked the audience and adjourned the meeting at 6:41 p.m.

The applicants initialed minor revisions to their application following the meeting.

2017-02 Beer Board Meeting

Mayor Jimmy Alexander opened the meeting at 6:30 p.m.  Members present were Mayor Alexander, Aldermen Tommy Dugger, Larry Felts, Jason Patrick and Brian Snyder.  Staff present: Counsel Robert Notestine and Recorder Kali Mogul.  There were 50 citizens present.

Alderman Patrick led the Pledge of Allegiance.

Mr. Keith Lamb and Mr. George “Lou” Leiker represented Nolen’s Place, 7240 Nolensville Road, seeking an on-premises beer consumption permit. 

Mayor Alexander gave a brief introduction, explaining the need for a new beer permit, including a change of ownership and failure to meet the minimum 65% food sales requirement per the Town of Nolensville’s Municipal Code. 
 
Mr. Lamb summarized some changes that would be made to help meet the 65% requirement, including keeping the kitchen open later and offering a lunch menu.  He said the management would take as many steps necessary to meet the requirements of the Ordinance.

There was a lengthy discussion with the applicants about the format for the restaurant, the process and requirements for an on-premises beer permit and information stated on the permit application form.  Item #16 on the beer permit should be amended—the previous beer permit holder should be listed as Nolen’s Place. 

After continued dialogue, Mayor Alexander moved to approve the beer permit for Nolen’s Place, seconded by Alderman Patrick. Following additional discussion about levying a fine for the illegal sale of beer for two years, a vote was taken, and the beer permit was approved unanimously. 

Mayor Alexander thanked the audience and adjourned the meeting at 7:20 p.m.

2017-01 Beer Board Minutes 

Thursday, January 5, 2017

6:30 p.m.

 

Mayor Jimmy Alexander opened the meeting at 6:30 p.m.  Members present were Mayor Alexander, Aldermen Tommy Dugger, Larry Felts, Jason Patrick and Brian Snyder.  Staff present: Counsel Robert Notestine and Recorder Kali Mogul.  There were 6 citizens present.

Mayor Alexander led the Pledge of Allegiance.

Ms. Becky Hammond, brew master at Mill Creek Brewing Co. at 2008-B Johnson Industrial Boulevard represented the applicant, Chris Going. 

There were several questions from the Board regarding background checks and the amendment recently passed allowing the manufacturer to sell beer on-premises.  Alderman Dugger clarified that 10% of the annual sales at Mill Creek Brewing Company must be food. 
 
After the brief discussion, Mayor Alexander moved to approve the on-premises beer permit for Mill Creek Brewing Co.  Alderman Felts seconded the motion, which passed by a vote of 4 – 1, with Alderman Snyder opposed. 

Mayor Alexander adjourned the meeting at 6:42 p.m.
